The Children and Family Services Department of the Foundation provides a myriad of services to families and their children in seven southern Arizona counties. Programs provide support in the areas of health, parenting, child abuse and neglect, child development and early education, mental health and disabilities.
Our Mission: To offer support and services which promote healthy relationships within families and communities by assisting and encouraging individuals to grow, learn and achieve their goals through inclusive, developmentally appropriate education, timely assessment and intervention, and respectful, reflective partnerships.

FAMILY SUPPORT SERVICES
EARLY HEAD START Early Head Start is a federally funded program serving low-income pregnant women, children birth to three years and their families. Through weekly family visits or classroom activities, EHS provides information, skill development and support intended to enhance a families’ capacity to nurture and teach their children as well as referrals for social supports, mental health counseling and services for children with developmental delays.
NEWBORN INTENSIVE CARE PROGRAM COMMUNITY HEALTH NURSE SERVICES The NICP Community Health Nursing Service delivers a coordinated system of specialized nursing consultation to medically at risk infants and their families. A pediatric nurse provides information and support to families during the transition from hospital to home, conducts developmental, physical and environmental assessments and makes referrals to other community services as needed.
EARLY CHILDHOOD/FAMILY BEHAVIORAL HEALTH SERVICES Families and their children having difficulties with social-emotional development, bonding and attachment issues, postpartum depression, and/or behavioral problems are served by a licensed therapist in family based and/or center based locations. Screening, assessment, ongoing counseling and treatment for children birth through age six and their families are available.
EARLY INTERVENTION PROGRAM The Arizona Early Intervention Program (AzEIP) is a state and federally funded service for children birth to three with, or at risk for, developmental delays and their families. This program is designed to provide families with information, skills and support related to enhancing their child’s development. Early Interventionists focus on every day learning environments and activities that promote skill development within the child’s daily routine. Support and consultation may also be provided to community child care staff.
HEALTHY FAMILIES Healthy Families is a home-based, voluntary prevention program serving pregnant women and at-risk families of newborns. Research has confirmed the effectiveness of this program in preventing child abuse and neglect through the promotion of health and safety, positive parenting skills, and resource acquisition. This program is in collaboration with Child and Family Services.
FAMILY PRESERVATION AND REUNIFICATION SERVICES
IN HOME FAMILY PRESERVATION AND REUNIFICATION SERVICES This program provides comprehensive family support, preservation and reunification services to children and members of their family who have been referred to Child Protective Services. Services include case management, advocacy, counseling, parent training, and emergency services. Easter Seals Blake Foundation is part of a consortium in Pima County called AzPAC.
PARENT AIDE SERVICES This service is intended to preserve the family or to determine the dependency status of children involved with Child Protective Services. Family Support Specialists provide family and child assessments; develop Individualized Plans; provide parenting education related to child development; home management, and access and utilization of community resources. Coaching and support is provided to parents and their children during court ordered supervised visitations.
TRANSPORTATION SERVICES Transportation is provided to children who are in the custody of Child Protective Services, and includes transporting to and from scheduled appointments and/or for visitation with birth or adoptive parents.
EVALUATION & ASSESSMENT SERVICES
AZEIP INITIAL PLANNING PROCESS Children birth to 36 months of age who have, or who are at risk of, a developmental delay are referred for comprehensive evaluation and assessment across all developmental domains. For children determined eligible for Arizona’s Early Intervention Program, an Individualized Family Service Plan is developed to determine family priorities, concerns and resources and to determine on-going supports and services. This program complies with the requirements of Part C of the Individuals with Disabilities Education Act.
New Visions for Families New Visions for Families is a program provided in collaboration with Community Partnership of Southern Arizona to provide comprehensive assessments for children removed from their families by Child Protective Services. Clinical Liaisons will gather information through interview, observation, and developmental-behavioral evaluations to assist the Child and Family Team to develop an individualized intervention plan. Therapeutic counseling and behavioral health services are provided, with a focus on infants, toddlers, and their caregivers with a goal to promote permanency for children.
SERVICE COORDINATION / FAMILY RESOURCE COORDINATION / SUPPORT COORDINATION
FAMILY RESOURCE COORDINATION FOR CHILDREN WITH TRAUMATIC BRAIN INJURY, SPINAL CORD INJURY, SPECIAL HEALTH CARE NEEDS Families and their children two to twenty-one years of age who have sustained a traumatic brain injury; a spinal cord injury or who have a special health care need receive coordination services. Service Coordinators assist families to access appropriate medical, educational, and social services based on Individualized Service Plans.
SERVICE COORDINATION FOR CHILDREN IN THE EARLY INTERVENTION PROGRAM Children, birth to three years of age eligible for AzEIP, who are developmentally delayed or who are at risk of delays receive service coordination. This program assists an infant or toddler and the child’s family to access early intervention and other services identified by the family. A Service Coordinator supports the family through assessment, the development of an Individualized Family Service Plan, strategies for meeting goals, through and accessing community resources.
SUPPORT COORDINATION FOR CHILDREN WITH DEVELOPMENTAL DISABILITIES Families and their children up to twenty-one years of age, who meet the eligibility criteria for the Arizona Division of Developmental Disabilities, receive Support Coordination services designed to assist the family to identify, access, and maintain needed services and natural supports.
TRAINING AND TECHNICAL ASSISTANCE
PROJECT "ME TOO" Funded by the Arizona Child Care Administration and the Pima Association of Governments, this program provides free enhanced training opportunities to center and home based child care providers. Training across a broad range of topics support child care staff to better meet the needs of all children, especially those identified with developmental challenges. This program is provided in 14 counties throughout Arizona.
ENSURING SAFE AND BRIGHT FUTURES This service in collaboration with Pima Prevention Partnerships provides a series of in-depth trainings for social services professionals and child care administrators and staff specific to working with very young children who have been exposed to domestic violence.
SAFETY CONNECTIONS Safety Connections is an Innovative Domestic Violence Prevention Grant Program provided in partnership with the University of Arizona, College of Public Health to provide support to families with very young children who have experienced domestic violence. Case management, parent and child assessment and therapeutic intervention focus on meeting the safety and social-emotional needs of families.
EARLY CARE AND EDUCATION
EARLY CARE AND EDUCATION / CENTER-BASED CHILD CARE Quality Early Care and Education is provided year around at centers in two locations for children 12 months to five years of age. Two centers provide full-day programs; one center provides half-day services. All centers provide developmentally appropriate, individualized curriculum, an enriched environment, and opportunities for parent participation. Each center exceeds Arizona licensing standards with small child-to-teacher ratios, small group sizes, and high teacher education requirements. The goal is to ensure that children enter school healthy and prepared to succeed. Children’s Achievement Centers is located in Tucson; Palomita Center is located in Safford. Both are accredited by the National Academy for the Education of Young Children. You are welcome to read our Family Handbook.
PLAY GROUPS FOR CHILDREN AND FAMILIES In Sierra Vista, playgroups for children and their caregivers are provided twice-a-week. These sessions provide developmentally appropriate activities and provide modeling and coaching opportunities to support positive parenting. These sessions are funded by the United Way and the Committee for the Prevention of Child Abuse.
